Witnesses for the gateway

This endpoint has been deprecated and may be replaced or removed in future versions of the API.

Formerly returned witnesses that observed the specified gateway through IoT PoC. HIP 149 retires IoT Proof-of-Coverage, so this endpoint no longer returns PoC witness data and now responds with an empty list.
