IOT PoC actor counts for the gateway

This endpoint has been deprecated and may be replaced or removed in future versions of the API.

Formerly returned aggregated IoT PoC actor counts derived from the /pocs/roles data. HIP 149 retires IoT Proof-of-Coverage, so this endpoint no longer returns PoC actor counts and now responds with an empty list.
