Gateway mobile heartbeat points

/gateways/:address/mobile/heartbeats/points

Returns gateway heartbeat points for the previous 24 complete UTC hours.

The endpoint deliberately owns the time window: it excludes the current partial hour. The response always contains 24 oldest-first hour slots, so clients should use points directly and localize timestamps only for display.

A point means at least one valid Wi-Fi heartbeat was observed in that UTC hour. Legacy CBRS heartbeats are excluded. Late Oracle files can still add a point, so this operational score is not a finalized reward-epoch result.
