Gateway valid mobile heartbeat hours

GET 
/gateways/:address/mobile/heartbeats/hours

Returns UTC hours in which the gateway emitted at least one valid Wi-Fi mobile heartbeat. Each returned row is one heartbeat point; hours with no row have no point. Legacy CBRS radio heartbeats are intentionally absent.

The range is half-open (min_time <= hour < max_time) and the results are newest first. Callers that render a complete chart should fill missing hours locally rather than interpreting absence as an API error.
