Radios for the gateway

GET 
/gateways/:address/radios

Returns the active radios currently associated with the gateway. Radios can be reassigned between gateways; only the gateway that most recently received the radio lists it here.

Legacy CBRS gateways previously exposed multiple radios, while current Wi-Fi gateways typically expose just one. We retain the shared radio model so telemetry (for example, heartbeats) stays consistent with historical data.
