Get radios by CBSD IDs

GET 
/radios

Returns radios that match the supplied CBSD IDs. Provide one or more cbsdId query parameters. Only active radios (with speedtests or heartbeats) are retained in the database. Missing radios are skipped; if none are found the response is HTTP 404.
