Mobile coverage for hex

/coverage/mobile/hex/:location

Returns radios covering the specified H3 hex, along with related coverage metadata. Evaluates recent coverage objects with validity = valid (0) and seniority updates marked as reason = new_coverage_claim_time (1). Heartbeat status is not considered.
