Network gateway counts

GET 
/network/stats/gateways

Returns gateway counts captured at the end of each reward epoch. Snapshots are taken immediately after rewards close, so history begins with the feature launch rather than the full chain timeline. packetRouterSeen, when present, is the distinct number of gateways with an HPR liveness observation in that UTC epoch. Late liveness files can replace this eventually consistent count.
